Yorkie Chow, Chief Engineer / Railways, Government of the HKSAR

Mr. CHOW studied in Canada and earned his first Bachelor’s Degree in Electrical Engineering, and his second in Economics and Mathematics. He is currently a Chartered Engineer, Corporate Member of the Institution of Engineering and Technology, United Kingdom and the Hong Kong Institution of Engineers. He is also a Member of the Institute of Electrical and Electronics Engineers of the United States.

Mr. CHOW has joined the Electrical and Mechanical Services Department (EMSD) of the Hong Kong SAR Government since 1993. His responsibilities include project and maintenance management of medical equipment for public healthcare facilities, management of supply and installation projects of electronic systems for public buildings, and managing corporate communications campaigns for EMSD.

Mr. CHOW has been seconded to the Department of Health (DH) for tasks related to the control and regulation of medical devices in Hong Kong from time to time. He is currently serving at the Railways Branch of EMSD overseeing the railway safety of Hong Kong’s Airport Express Line, Disneyland Resort Line, Tsuen Wan Line and the Automated People Mover at the airport. Mr. CHOW is also a driver for the application of innovation and technology solution on railway system to enhance public safety.
