Simon Elliott is Network Director for Rail at Transport for Greater Manchester (TfGM). A Programme Manager by training, Simon brings over 15 years of experience in the rail industry, specialising in new station construction and regeneration projects that prioritise accessibility and community needs. His expertise lies in delivering station improvements that enhance passenger experience while supporting wider economic growth and sustainability goals. Simon has played a pivotal role in major infrastructure programmes, including the Birmingham Gateway Project, the delivery of two new stations on the East-West Rail Project, and supporting Network Rail’s Civils Assessment Framework. More recently, he has led Greater Manchester in securing a landmark trailblazer deal with central government, unlocking the integration of rail into the Greater Manchester Bee Network. A recognised leader in transport innovation, Simon is passionate about shaping a modern, inclusive rail network through collaboration, digital transformation, and strategic investment—ensuring rail remains central to future mobility across the region.
