The Chartered Institution of Railway Operators is the professional membership body dedicated to advancing knowledge, skills and professionalism across railway operations.
Founded by operators, for the industry, CIRO supports a community of over 14,000 rail professionals working across operators, Network Rail, the supply chain and wider stakeholders. As a not-for-profit organisation, CIRO exists to develop the people who keep the railway running, strengthening capability across the system through membership, learning, qualifications and collaboration.
Our mission is clear: to lead, inspire and accelerate the growth of rail professionals, cultivating collaboration to support the success of rail organisations, now and in the future.
Developing capability across the railway
With over 25 years of experience, CIRO delivers rail specific learning designed for the realities of operational environments. Our programmes are built to bridge the gap between theory and practice, ensuring that learning is directly applicable in the workplace and delivers measurable impact.
From academic programmes in Railway Operations Management, delivered in partnership with Keele University, to apprenticeships, short courses and industry programmes such as CIRO Connect and IROLS, our focus is on developing capability that can be applied immediately, supporting individuals at every stage of their career.

CIRO Connect was recognised at the Spotlight Rail Awards 2025, while the Traincrew Programme received national recognition at the Rail Business Awards 2026. These achievements reflect our focus on delivering practical, innovative solutions that improve performance, strengthen capability and support the long term success of the railway.
CIRO is also proud to deliver the Rail Ops Conference, bringing together industry professionals to explore the challenges and opportunities shaping railway operations.
The 2026 conference will take place on Wednesday 3rd June at etc.venues Manchester, 11 Portland Street, Manchester, M1 3HU. It provides a platform for insight, discussion and collaboration, supporting the development of a more efficient, integrated and high performing railway.
