Carl Binning, Executive General Manager, Clean Energy Regulator

Carl Binning is the Executive General Manager, Scheme Operations at the Clean Energy Regulator. He joined the agency in January 2024 and has more than 30 years’ experience leading environmental and natural resource management initiatives across Australia. Carl’s work sits at the intersection of communities, industry and government, with deep expertise in sustainable development, climate change, water management, agriculture, biodiversity conservation, mining, urban development, Indigenous affairs and regional development. Before joining the Clean Energy Regulator, he held senior leadership positions with the Murray–Darling Basin Authority, the National Indigenous Australians Agency and the Western Australian Department of Primary Industry and Regional Development. Carl was Managing Director of Creating Communities, advising public and private sector organisations on community development. He also worked with BHP Billiton Iron Ore as Vice President, Health, Safety, Environment and Communities, helping shape and deliver strategies for workplace safety and sustainable development across operations and host communities. Earlier in his career, Carl was Chief Executive of Greening Australia, and a Principal Research Economist with CSIRO Sustainable Ecosystems. He has also worked in the Commonwealth Departments of the Environment and the Prime Minister and Cabinet, advising on the design of economic policies and institutions for natural resource management.
