Andrew Posluns is the City of Toronto’s first Chief Congestion Officer and the Executive Director of the Strategic Capital Coordination Office.  In this role, Andrew has a mandate to work across city divisions and agencies and with other partners to reduce and manage congestion in Toronto, one of North America’s busiest cities.  His efforts incorporate policy and operations with a focus on reducing the impacts of construction, enhancing traffic management and leveraging data and innovation.  Andrew brings experience from senior roles in the transportation and infrastructure sectors, including senior positions at the Canada Infrastructure Bank, Metrolinx (the regional transit agency in the Toronto area), and the Ontario Ministry of Transportation where he was Director of Transit Policy and also led the Province's successful transportation plan for the 2015 Pan Am and Parapan Am Games.
