Diana has been with the Asian Development Bank (ADB) in Manila since 2015. She supports clean energy and climate programs across Southeast Asia and serves as the focal for sovereign energy operations in the Philippines. She has a background in corporate and operational management in the oil and gas industry and previous roles at NGOs and other international institutions. She holds two Masters degrees from Yale University in Environmental Management and International & Development Economics.
Her current projects include ADB’s first multisectoral climate change policy loan, which was signed with the Government of the Philippines in 2022, a sector development program for the energy transition in the Kingdom of Cambodia, which is expected in 2022, support to the Laguna Lake Development Authority on their implementing rules for floating solar PV, development of an Energy Transition Mechanism for financing the accelerated decommissioning dates of coal plants along with corresponding investments in renewables and storage, and development of a second climate change loan in the Philippines. Diana also runs several technical assistance programs with the DOE and ERC, supporting their work in geothermal derisking, ancillary services improvements, support for LGUs’ procurement and financing of small-scale renewables and energy efficiency, and several others. In the past, she has also managed projects in Indonesia and Vietnam.
