Josh leads North American policy and regulatory strategy for SWTCH, focusing on electric vehicle (EV) charging for multi-tenant properties. He engages in legislative and regulatory proceedings, collaborating with stakeholders to shape policy and drive market growth. His priorities include expanding EV access, enhancing ownership economics, and leveraging software for managed charging and grid benefits. Previously, Josh held policy roles at Shell Recharge Solutions, SemaConnect, and the Business Network for Offshore Wind. He served as mayor of Annapolis and deputy administrator of the USDA’s Rural Utilities Service. Based in Annapolis, Josh holds an M.S. in Energy Policy and Climate from Johns Hopkins University and a B.A. in Economics from the University of Maryland.
