Nuwong Chollacoop, Assistant to the President, Office of National Higher Education Science Research and Innovation Policy Council NXPO

Dr. Nuwong Chollacoop is Director of Low Carbon Energy Research group at National Energy Technology Center (ENTEC) of National Science Technology Development Agency (NSTDA) under Ministry of Higher Education, Science, Research and Innovation (MHESI) with recent secondment as Assistant to the President, Office of National Higher Education Science Research and Innovation Policy Council (NXPO) within same Ministry. He has over 20 years of experience in promoting and implementing renewable energy (RE) and energy efficiency (EE) projects in Asia, the Pacific Islands, APEC and Africa. He has practical experience in the implementation of RE & EE technologies in transport and industry sectors in 13 countries (Cambodia, China, Germany, India, Indonesia, Japan, Kenya, Korea, Lao PDR, Malaysia, Philippines, USA, Vietnam). He has been appointed as team leader, RE/EE expert in numerous projects funded by international agencies, including ADB, APEC, ERIA, GIZ, UNDP, UNEP, UNESCAP and USAID. Since graduation from Massachusetts Institute of Technology (MIT) in 2004, Dr. Chollacoop has worked at NSTDA, MHESI on transport biofuel until 2009, where he was awarded Green Talents 2009 (The International Forum for High Potentials in Green Technologies) by Federal Ministry of Education and Research (BMBF), Germany. In 2017, his work on B10 (10% biodiesel blend with diesel) with Thailand Department of Alternative Energy Development and Efficiency (DEDE) has resulted in revised national standard of biodiesel (B100) and B10. Later in 2018, his research on sustainable mobility with Office of Transport and Traffic Policy and Planning (OTP) has contributed to GHG emission reduction target in transport sector of Thailand National Determined Contribution (NDC) for 21st UN Climate Change Conference (COP21) submission. Further work with ASEAN German Technical Cooperation (GIZ) has resulted in ASEAN Fuel Economy Roadmap (2018). In addition, he was a founding member of Electric Vehicle Association of Thailand (EVAT) in 2015 and has served as a committee till now. His contributions to other associations include Founding Committee of Thailand Energy Storage Technology Association (TESTA), Founding Committee of Asian Transportation Research Society (ATRANS), Co-Chairs of Thai Young Scientists Academy (TYSA) and Committee of Thai Society of Mechanical Engineers (TSME). With recent NSTDA re-organization in October 2020, he helped to achieve Cabinet approval to establish ENTEC. His recent work with United Nations Environment Programme (UNEP) on electric 2/3-wheers has resulted in national battery swapping standard (2021) under Thai Industrial Standard Institute (TISI). His latest focus on resiliency in transportation and energy sectors has resulted in Thailand Report on Climate-Proofing Investment in Road/Rail Transport Sectors with United Nations Development Programme (UNDP) and 2021 Priority under ASEAN COSTI (Committee on Science, Technology and Innovation). With Thailand pledge for Carbon Neutrality by 2050 in COP26, he currently helps OTP to revise transport sector NDC.
