Rachelle Foong is Head of Technology Quality Assurance & AI at CelcomDigi, where she leads enterprise AI strategy, governance, and large-scale adoption across one of Malaysia’s largest telecommunications operators. She established and operationalised the company’s AI Centre of Excellence (AI COE), embedding responsible AI practices and scalable GenAI deployment across technology and business functions.

With over 15 years of experience in enterprise transformation, Rachelle has led complex integration platforms supporting hundreds of microservices, overseen large cross-border delivery teams, and driven operating model redesign to enable AI-enabled, outcome-driven organisations. Her remit spans AI governance, workforce optimisation, enterprise architecture alignment, and quality engineering transformation.

A certified PMP, PMI-ACP, and TOGAF Enterprise Architecture Practitioner, she combines architectural discipline with execution rigor — ensuring AI initiatives move beyond pilots into governed, production-scale capability. Rachelle focuses on building AI-enabled enterprises that are scalable, accountable, and commercially impactful.
