Rosalind is currently the MD of SAEx International Management Ltd, Mauritius (SIML).  SIML is the Sponsor of the SAEx Southern Oceans Network (“SAEx SON”) subsea fibreoptic cable projects – where SAEx East is the 1st phase of these projects between Singapore and South Africa.  SAEx West, the 2nd phase - will link South Africa to the Americas and West Africa.
Rosalind has demonstrated leadership in development finance as (inter alia) a Director at the African Development Bank (Tunisia), the founding CEO of the SADC Development Finance Resource Centre in Botswana, and the Head of Risk Management at the Development Bank of Southern Africa (DBSA) in South Africa.  She is recognized internationally for an understanding of the private sector's role in African infrastructure financing, and was the first African woman on the world-wide Technical Advisory Panel of the World Bank's Public-Private Infrastructure Advisory Facility (PPIAF), evaluating its performance in infrastructure PPPs in the developing world.
She has a PhD from Wits University (South Africa) carrying out research for her doctorate at the University of Cambridge (UK) and at Yale University (USA); has an MA from the Johns Hopkins University’s Paul Nitze School of Advanced International Studies (USA); and completed post-graduate studies on Investment Appraisal and Risk Analysis at Harvard University (HIID) (USA). 
Rosalind has authored more than 25 professional publications, presented at ≥60 professional international conferences, held numerous university guest lectureships in the UK, USA and South Africa, and participated in various consulting studies.
