International Cable Protection Committee (ICPC)

Kent Bressie is Partner and Head of International Practice with the law firm HWG LLP in Washington DC and the Legal Adviser to the International Cable Protection Committee (ICPC), the world’s leading nongovernmental organization dedicated to submarine cable protection and resilience.  Kent has worked in extensively in the submarine cable sector for more than 30 years.  His work includes:  cable protection and the law of the sea; national security and foreign investment; telecoms licensing; corporate and commercial agreements for construction and maintenance, capacity sales, system supply, landings, and financing; environmental permitting; market access; and cable damage claims.  He represents the ICPC before the International Seabed Authority and in implementation processes for the BBNJ Agreement.  He currently serves as Co-Executive Secretary of the International Advisory Body on Submarine Cable Resilience, a joint initiative of the ICPC and the International Telecommunication Union, the U.N. agency for digital technologies.  He previously served as a consultant to the World Bank for telecommunications development and trade.  He is also a member of the International Law Association's Committee on Submarine Cables and Pipelines.  He is a graduate of Stanford University, the University of Chicago Law School, and the Rhodes Academy of Oceans Law and Policy.
