As Director of Interconnection Management at e& (formerly Etisalat Group), Bilal leads a multi billion dirham portfolio of national wholesale services, inter-operator collaboration, and regulatory-driven innovation. He has played a pivotal role in launching and shaping UAE’s landmark infrastructure programs, including the Bitstream Access Project, Unified IP Interconnection, Fixed Number Portability, and the cross-operator Taawun joint build initiative—fostering greater digital access and sustainability across the nation. His leadership extends to policy negotiations with regulators like TDRA and technical diplomacy with competing operators, making him a driving force in the evolution of network sharing models. Bilal is also a certified PMP, ITIL professional, and an award-winning communicator.
