Julia Barnes-Weise, Executive Director, GHIAA

Julia Barnes-Weise is the founder and Executive Director of the Global Healthcare Innovation Alliance Accelerator (GHIAA), a non-profit organization that develops, promotes and consults on the use of tools and best practices to achieve equitable access through global health alliance formation. In this capacity she has also been a senior consultant to CEPI for over seven years.  She trained as a lawyer, and is a global health policy consultant, business development executive, entrepreneur and Certified Licensing Professional.  Barnes-Weise formerly had a faculty appointment in the Duke Sanford School of Public Policy and was previously a Director of Business Development at Glaxo Wellcome (now GSK).  She has decades of experience negotiating IP licenses & alliance agreements and advising companies and institutions on partnering strategies.  Her educational background includes a Juris Doctor degree from the University of North Carolina, a year at the Notre Dame London Law Centre studying international trade law, a BA from Ohio Wesleyan University, and an executive program at Duke University’s Fuqua Business School in International Marketing Leadership.  She is a member and recent board member of the Licensing Executives Society and a former board member of the Medical University of South Carolina Foundation for Research and Development.  She has also served on several task forces and published articles on topics related to global public health security and equitable access to medical products.
