Dr Rasha Mohammad, Railway Engineering Programme Leader, University of East London

Professional Background and Expertise With 24 years of relevant professional experience in the fields of Transportation engineering planning, strategy formulation, and policy development, I have extensive engagement in conducting pre-feasibility and feasibility studies for Road and Rail projects. These projects are typically funded by international financial institutions such as the World Bank (WB) and the European Investment Bank (EIB). Additionally, I have refined strategic and business development skills, utilizing a robust technical foundation to assess and analyze various transport systems, including those related to urban, road, and railway transportation. My expertise further encompasses economic evaluation analysis, sensitivity analysis, transport sustainability, and institutional reforms and legislations. Specific Professional Over a span of 14 years at the formal governmental representative/team leader level, coupled with a decade of dedicated academic research, I build up extensive experience at the project management level as a transport expert. Throughout this time, I have been responsible for executing technical assistance programs funded by European Union (EU) via  EuroMed Transport project /RTAP (2007-2013), the European Investment Bank (EIB) (2006-2011), the Swedish International Development Agency (SIDA)(2006-2008), and the World Bank (WB). My primary focus has revolved around highways projects, traffic safety, and logistic platform initiatives, particularly emphasizing the strategic location of dray ports at both regional and domestic levels. Moreover, I have actively contributed to the formulation of feasibility studies related to transport corridor network connections (Road & Railway) in the Middle East region, encompassing Belad Al-Sham countries. This involvement includes studies aimed at enhancing trade facilitation across borders, conducted in collaboration with the World Bank. I have a successful track record in preparing terms of reference for negotiating partnerships between the government and private sector clients to execute Public-Private Partnership (PPP) transport projects. Leveraging my robust background as a team player, I am well-equipped to provide public and private clients with high-quality transport planning consultancy services. This includes expertise in feasibility studies, road safety assessments, traffic modeling, and junction capacity assessments. Moreover, I possess excellent skills and experience in drafting papers, proposals, reports, training materials, and guidelines.
