Mr. Joe Bastone is Director Business Development Rail Control Solutions, Bombardier Transportation. He is responsible for Business Development for signalling solutions within Bombardier Transportation with a specialisation in Mass Transit. He is an experienced rail industry professional who combines almost 30 years’ signalling engineering expertise with business development and sales experience.

Joe began his rail career in manufacturing, and has subsequently undertaken various roles including Business Manager for telemetry and international projects, and Director responsible for Mass Transit Engineering, Application and Product Development. Key achievements include numerous contract awards, and providing technical direction to solutions delivery teams. In his current role Joe has overall responsibility for Business Development and Sales but also acts as the technical partner with Bombardier Transportation sister companies to create effective and achievable engineering solutions.

Joe holds an MBA and DMS and is a Member of the Institute of Managers.

Mr. Schmitt was appointed as Director Sales & Marketing Turnkey Systems - Asia for the Industry sector - Mobility division of Siemens AG in 2005. Mr. Schmitt began his career at Siemens Industry Sector Motion Control division in1994 as Electrical & Mechanical Engineer.

Prior to assuming his current responsibilities Mr. Schmitt held various positions both nationally and internationally in the fields of engineering, project management, business development and sales within Siemens AG Industry Sector with increasing responsibilities from 1994 to 2004. Most recently, as Director Projects Acquisition for the Mobility sector in Taiwan, he was responsible during two years for several major bids submissions and for the profit and loss of the local business unit. He previously also served locally, between 1998 and 2002 in Korea & Singapore, as Regional Business Development Manager for the Motion Control division, covering the complete East & North East Asia regions.

Mr. Schmitt started his career as Electrical & Mechanical engineer for Siemens Industry Sector - Motion control division in 1994 with successive assignments in France, Germany and UK within the multinational Siemens Graduate Program a two-year working program designed for future general managers.

The native Frenchman received a Diplôme d'ingénieur in mechanical and electrical engineering with specialization in Génie des Systèmes Électriques and holds an extra post-graduate diploma in electrotechnics from the University Pierre-et-Marie-Curie, Paris 6 in collaboration with l’Ecole Normale Supérieure de Cachan and l'Ecole Supérieure d'Electricité. Mr. Marc Chatelard is Senior Vice President for ALSTOM Transport Asia Pacific Region and Country President for ALSTOM Singapore. In his current portfolio, Chatelard has overall responsibility for the business operations of ALSTOM’s Transport Sector in Asia Pacific, with sales of 0.6 billion euros in 2004. In addition, Chatelard sits at the helm of ALSTOM Singapore’s management board, overseeing both its Transport and Power operations here.

An industry veteran with more than 30 years of experience in transport and power engineering, Chatelard began his career as a Design & Site Supervision Engineer with the French Atomic Energy Commission in 1973. He then went on to work for Framatome ANP, a renowned organization in the design and construction of nuclear power plants, where he enjoyed a successful career spanning 15 years – eventually to become Head of Commissioning Department at its Paris Head Office in 1990.

In the same year, Chatelard made a career switch to the transport industry. Between 1990 and 1997, he was first Commissioning Director for the Euro Channel Tunnel at TransManche Link; and then Director of the Light Railway Consortium for French CAEN at Spie Batignolles.

Chatelard joined the ALSTOM group in 1997, where he was appointed Project Director of TGV (Train à Grande Vitesse) Systems Projects – the French high-speed train system which underwent several technological breakthroughs since debuting in the 1960s. He was subsequently invited to spearhead several high profile projects for ALSTOM Transport, including the Taiwan TGV Project and the Korea TGV Project. Chatelard is also an expert of the South Korean market, having presided at ALSTOM’s Korea subsidiaries from 2000 – 2004.

Mr. Sanjeev Kumar Lohia is the Director – Urban Transport, Ministry of Urban Development, Government of India since 1st December 2005. This role covers policy formulations, appraisals of comprehensive traffic & transportation studies, mobility plans, coordination with State Govts, and appraisal of Detailed Project Reports.

With excellent bilingual skills, Mr. Sanjeev Kumar Lohia has around 20 years of experience in transportation systems, with specific emphasis on the Railways. He also is an officer from the 1986 batch of the prestigious Indian Engineering Services.

Overall, Mr. Lohia has very strong academic, experiential, and administrative skills in Transportation Systems, with domain knowledge of public-private partnership models.

Mr. Anurag Mishra was pointed Managing Director of Konkan Railway Corporation Ltd. (a Public Sector Undertaking of Government of India) in year 2007. An avid sportsperson and excellent academician, he holds double post graduation in Physics (Electronics) and Defence Studies, and is the recipient of University of Allahabad Chancellor’s Gold Medal. He has undergone training in Heavy Haul Operations in Australia and USA. As nodal officer for Railway links with neighboring countries like Pakistan, Bangladesh frequently interacted; and was the chief negotiator with International Delegations. Mr. Mishra is also a recipient of Army Chief’s Medal and commendation for Operation Brass-Tacks in Sri Lanka

As the Managing Director of Konkan Railway, with 740kms route length, he was instrumental in debt restructuring and fiscal conditioning of the Corporation. His initiatives in introducing various safety projects are responsible for safe travel of nearly 30 million passengers traveling every year over the challenging terrains of Konkan Railway. With sustained efforts by him as Director (Operation and Commercial) of the Corporation in less than 2 years, the operating surplus vaulted by 131% and gross revenue jumped by over 51%.

Under the dynamic leadership of Mr. Mishra, Konkan Railway is presently engaged in the construction of the 90 kms long stretch of the prestigious national project of railroad through the hitherto unexplored regions of The Himalayas in Jammu and Kashmir at an estimated project cost of Rs.63 Billion.

He has played a pivotal role in development and installation of Anti Collision Device, now successfully implemented in Konkan and North Frontier Railway region of Indian Railways. Plans are on anvil to install it over Indian Railway by 2013. This unique device prevents any possibility of high-speed collision between the trains. Konkan Railway also holds international patents for this device.

Mr. Mishra’s vision is to make Konkan Railway the preferred mode of transport in the Konkan region in particular and for the nation at large.

Mr. Parkash, currently with ADB, has over 20 year’s experience of working with railways and regional transport development in East Asia, Central Asia and South Asia. He has led task teams to identify, prepare and appraise large and prestigious railway projects in East and Central Asia. He is deeply involved with the reforms, restructuring, and institutional development of railways in China and Central Asia. He has been associated with the development of the dedicated passenger lines in China. Collaborating with other development partners, and adopting innovative financing packages, he has helped in mobilizing diversified financing sources for railway development.

He has been closely associated with the setting up of the IFI group for transport under the Central Asia Regional Economic Cooperation (CAREC) initiative and Transport Sector Coordinating Committee for Central Asia. He has been involved in developing the regional transport sector strategy for Central Asia, and has worked on the South Asia Regional Development Initiative (World Bank), the Trans Asian Railways (ESCAP), the Kunming Initiative, and the Singapore Kunming Railway Link Initiative. He has led numerous studies on policy reforms in the railway sector, assessing impacts of WTO accession on the railway sector, and enhancing competitiveness of the railways in the transport sector.

Mr Robert Pendleton,

Mr. Robert Pendleton is an Executive Director of Knight Frank having been appointed the Director of Professional Services in 1996. With qualifications of Fellow of the Hong Kong Institute of Surveyors, Fellow of the Royal Institution of Chartered Surveyors, and Registered Professional Surveyor (General Practice), prior joining in Knight Frank Petty Ltd Hong Kong in 1993, Mr. Pendleton had worked at Hong Kong Government (1989 -1992) and Property Consultancies, United Kingdom (pre-1989).

Knight Frank advise railway operators related to generation of non-fare box revenue principally working with station architects and retail leasing specialists to ensure that the retail layout is optimised. Mr. Pendleton has also been responsible for leading and advising teams to identify property development opportunities and working with teams to ensure the railway considerations do not preclude maximisation of interest from potential joint venture partners. The targets have included ensuring railway developments and operations can be sufficiently funded from retail and property development revenue to enable the railway projects or improvements to be viably implemented.

Mr. Pendleton has given land and property development advice for both the public and private sector and for road and rail projects including for the Kowloon-Canton Railway Corporation and the Mass Transit Railway Corporation. In the mid – 1990’s, he was the Land and Property Development Manager of the KCRC West Rail Project Team responsible for determining the land and property development output from the Technical Study teams, advising on teams to be appointed and led the team of in-house development surveyors, planners and land specialists in ascertaining the land programme and potential property development profits from West Rail and dealing with objections to the Project. His team assisted Government with land appropriation and clearance matters ensuring the land delivery programme was met. He set up the West Rail Commercial Areas Committee and was the representative of the land and property development disciplines within various project working groups. Leveraging on his West Rail experience, he led the Company’s support to the KCRC for the Sheung Shui to Lok Ma Chau Spur Line, MOS and the Tsim Sha Tsui Extension from feasibility stage and is currently acting as expert witness in handling some outstanding compensation claims. He supported the personnel deployed to Manila that was responsible for negotiating property development rights related to the EDSA LRT.

Mr. Shri M. Ramachandran,

Shri M. Ramachandran has been the Secretary of Ministry of Urban Development of Government of India since November 2006. Graduated with B.A. (History, Economics) topped University, M.A (Economics) First Division, and M.Phil (Eco. Planning) from University of Glasgow (UK), Shri M. Ramachandran has a special interest in Project Planning.

Shri M. Ramachandran joined the IAS in 1972, and was allotted to U.P. Cadre. Over the years, he has taken various roles, such as Additional District Magistrate, Uttarkashi; District Magistrate, Bijnor; District Magistrate, Rae Bareli; Commissioner, Meerut/Garhwal/Bareily Divisions; Secretary (Higher Education), Government of U.P.; Principal Secretary (Transport), Government of U.P.

Shri M. Ramachandran was Joint Secretary of Ministry of Shipping of Government of India from 1998 to 2003 (was on the Board of Directors of Shipping Corporation of India, Cochin Shipyard and National Waterways Authority of India); and was recalled to the State of Uttaranchal from Government of India in February, 2003

Shri M. Ramachandran was selected to be on deputation to United Nations Development Programme from 1986 to 1992 – specialized in Projects and Programmes.

In the State of Uttaranchal, Shri M. Ramachandran worked as Principal Secretary, School Education, Higher Education, Technical Education; Principal Secretary to Hon’ble Chief Minister; and Additional Chief Secretary & Infrastructure Development Commissioner in the State (was on the Boards of various universities, Chairman of Uttarakhand Transport Corporation, etc.)

Shri M. Ramachandran had been the Chief Secretary to the Government of Uttaranchal from October, 2005 to October, 2006 (was Chairman of State Industrial Development Corporation and of Infrastructure Development Corporations as Joint Ventures with IDFC and IL&FS).

As an Administrator with a difference, Shri M. Ramachandran has taken various roles and is widely admired for his initiatives and leadership. He has taken various new initiatives in starting new projects, covering Pubic Private Partnership projects, lining up $ 1 Billion Asian Development Bank assistance for the Power, Road and Urban Sectors, $ 160 million World Bank assistance for the Drinking Water sector, etc.

Dr. Chaisak Srisethanil is the Project and Engineering Department Manager of Bangkok Mass Transit System Public Company Limited (BTSC), Thailand, since year 2006. His main responsibilities include managing upcoming challenges in various projects, such as Smart Card Project and associated common ticketing system, System Extensions, New Train Procurement, Radio Upgrade, Resignalling Project, and Depot and Station Enhancement.

Graduated from Chulalongkorn University, Thailand, in 1986, Dr.Chaisak subsequently received his Master and Ph.D degree in Construction Management from Georgia Institute of Technology, U.S.A in 1990 and 1996 respectively.

Prior to the current position, Dr. Chaisak was Engineering and Maintenance Manager since year 2000. He was responsible for maintenance of all facilities, lifts and escalators, fare collection systems including administration and supervision of the Maintenance and Spare Part Contract for train, control system and trackworks. He was also responsible for all engineering projects related to the System improvement and providing all technical supports and implementation to various activities including the Smart Card project, System Extension, Train Overhaul.

Dr. Chaisak joined BTSC in 1997 as a Programme Manager, responsible for planning, scheduling, controlling and analyzing of the entire project construction programme. He was also responsible for coordinating project acceptance processes and liaising with Bangkok Metropolitan Administration for official System acceptance prior to the commercial revenue service.

His previous experiences included various construction projects such as high-rise buildings, recreational facility and airport maintenance facilities and feasibility study of shopping complex.

Mr. Panich Vikitsreth is the Deputy Governor of Bangkok Metropolitan Administration (Thailand).

Hong Kong, which is the first Thai ExecutiveFund Management stationed in Hong Kong to undertake JF Thailand Trust (the large size fund managing with the amount of approximate US$ 200, which having the first ranking equity between 1995 – 1997); and Analyst of The Siam Cement Co., Ltd. (1986 – 1987).

During 1997- 2004, as managing Ayudhya JF Asset Management Co.,Ltd. with effciency, Mr. Vikitsreth has been rewarded with vareity of awards and achievement: Top three of Thailand’s investment management company with assets under management of over 60,000 million Thai Baht (2004); SET Award “ Best Asset Management Fund Mobilization ” (2003); Post/Lipper Award (2003)  AJF Star Capital Fund (Best Equity Fund – Three-year Award Category by Post/Lipper Award, 2003), AJF Star Capital Fund (Best Equity Fund – Five-year Award Category by Post/Lipper Award, 2003), and Ayudhyal Tunmongkol Fund (Best Flexible Portfolio Fund – Three-year Award Category by Post/Lipper Award, 2003).

Dr Wang is Vice President of the Network Integration and Enterprise and Government Services Divisions in Alcatel Shanghai Bell. In this capacity, he runs the day-to-day operations of international business for both domestic and overseas customers.

Prior to that he had served as Deputy Vice President for Integration and Services at Alcatel Asia Pacific regional headquarter in Shanghai since 2003. Prior to that he was director for Solutions Design and Integration for AsiaPac Region, and Chief Technology Officer at Alcatel Singapore. While in Alcatel Singapore, he and his team had done numerous business consulting, solution integration and deployment for competitive carriers setting up operations in Singapore and the region.

Dr Wang obtained his MA and PhD in Computer Science at Boston University, USA in 1985 and 1991 respectively. He spent more than 8 years in Kent Ridge Digital Labs, Singapore's national IT R&D lab. The majority of his R&D career was in the areas of broadband networking, multimedia services and open architectures and programmable networks. He was instrumental in building up the Singapore National High-speed ATM test network in 1995, and involved in the conceptualization and realization of the Singapore ONE network. He initiated and is chairing the IEEE P1520 working group for defining programming interfaces for ATM and IP networks. Dr Wang is a senior member of IEEE, and member of ACM. He had served during 2000-2002 as a Member of Advisory Committee for Certification to PSB Certification, Singapore, an ISO9000-14000-TL9000 certification body.
