Biodun, a respected leader, currently serves as the Honourable Commissioner at the Lagos State Ministry of Energy and Mineral Resources. With over three decades of experience, including as CEO of PowerCap Ltd, he's renowned for driving sustainable energy sector solutions across Nigeria. Under his leadership, PowerCap Ltd successfully implemented various projects across the entire Electricity value chain of Generation, Transmission and Distribution, Revenue Cycle and Lines Management. Additionally, his consultancy work on waste management infrastructure and procurement for Lagos and Rivers State Governments laid the foundation for the clean and more resilient cities states that both of them have become. Biodun's impact extends beyond energy sector projects, evidenced by his consultancy roles with government ministries, fostering sustainable development and effective governance. He's also committed to knowledge sharing, organizing developments in public-private partnerships. Mr. Biodun Ogunleye has been at the forefront of championing Energy and Electricity reforms in Nigeria. He was at the forefront of advocating for the privatization of the then NEPA, whilst also providing support for the Lagos State Government in the resolution of the AES Barge Power Contract. Today, he is pioneering efforts at supporting the Governor Babajide Sanwo-Olu’s energy for all agenda by : The Creation of more Cadres (Power and Mining Engineers) of Engineering at the Ministry of Energy and Mineral Resources, Lagos State. The Creation of the Lagos State Electricity Regulatory Commission and the Lagos State Independent System Operator. The Creation of the Virtual deal room platform in Partnership with the Lagos and Commodities future exchange for Digital, seamless and safe investment in the Power sector. Leading current advanced discussions with Federal Agencies (NMDPRA and NUPRC for the creation of a “Lagos Gas” Initiative. Leading the retrofitting of 50,000 streetlights to Solar in the Lagos metropolis The Creation of the “Imole Eko” Initiative - Solar Home Systems that promotes Energy inclusivity and Access for all. Leading the Grid Scale Solar, Gas-fired and Brown fields projects aimed at adding an extra 6GW of capacity to the Lagos grid. Leading the passage of the Lagos State Electricity Law, December 2024. Leading the Revised the Lagos Integrated Resource Plans and Strategic Implementation plans Leading the Creation of the Clean Lagos Electricity Market. Convening/Hosting of the First Lagos Energy Summit.
