Dr. Ing. Louy Qoaider holds a PhD in Engineering with a focus on energy and brings over 20 years of experience as an expert and researcher in renewable energy, energy efficiency and the water-energy nexus across the MENA region and Europe. Before joining GIZ in 2018, he held positions in Germany and Jordan and led projects at the German Aerospace Center (DLR) and private sector. At GIZ, he served as Commission Manager and advisor, overseeing Energy Nexus project implementation. Since March 2025, he has been Head of the Hydrogen and Decarbonization Diplomacy Office in Riyadh, supporting Saudi Arabia’s energy transition and hydrogen production under the Saudi German Energy and Climate Cooperation program.
