The GCC Railway Authority (GCCRA) was approved by the Supreme Council in December 2021, to ensure the contribution to the further development and effective functioning of GCC Railway Mainline as one regional and integrated railway by linking all member states and networking with their national railway networks, by guaranteeing a high level of railway safety and interoperability, while improving the competitive position of the railway sector.

As the GCC Rail Project would cater for the transportation needs of the GCC countries, the project will provide the GCC's citizens and residents with an alternative mode to road, air and sea transportation. It is also expected to significantly contribute to the region's economic growth and diversify transport modes and reduce costs. The project will also promote and facilitate regional trade and support the national industries of the GCC member states, as well as providing employment opportunities for the GCC nationals, and building the required institutional capacity for the development of the railway industry.
