Matthew E. Chen (Matt) is the Director of Government Affairs for Blink Charging Co., a vertically integrated, U.S.-based EV infrastructure company. He represents Blink with the federal government and Midwest and Eastern states and advocates for policies that encourage EV adoption and support EV charging deployment. Matt joined Blink when it acquired SemaConnect in 2022. Previously, Matt worked for bp America in communications and government affairs roles from 2012-2021. He was policy assistant and executive communications manager from 2008-2012 for former U.S. ambassador Edward Djerejian, founding director of Rice University’s Baker Institute for Public Policy. Early in career, he was a research associate for then-Baker Institute senior energy fellow Amy Myers Jaffe. Matt holds a B.A. in history cum laude from Rice University and a Master of International Affairs degree with Distinction from The Australian National University.
