Philip Macres, a principal at Klein Law Group, PLLC, counsels broadband providers on increasing profitability, reducing risk, and furthering their corporate objectives through effective and efficient regulatory, litigation, transactional and business strategies. Macres, who has more than 25 years of experience in the telecommunications industry, represents competitive providers on regulatory policy, compliance, litigation, and dispute resolution matters before various federal and state authorities, such as the FCC, DOC/NTIA, USDA/RUS, state public service commissions, and federal courts. He also assists clients in preparing broadband construction funding applications and addressing other obligations under federal and state programs, including NTIA's BEAD and Middle Mile, the FCC's RDOF, USDA/RUS's ReConnect, Community Connect and Telecommunications Infrastructure Loan, and Treasury's SLFRF and CPF ARPA programs. In addition, he represents clients before the U.S. Congress as well as federal and state agencies and offices on broadband deployment and funding opportunities and issues. Macres led the Coalition that sought and successfully obtained alternatives to NTIA’s letter of credit requirement in the BEAD program. He also lead the Coalition of RDOF Winners before the FCC and Congress.  For the past several years, Macres has assisted a client in obtaining more than $125 million in broadband funding awards.
