In the past, section 317 vaccine funding focus has evolved, but it has provided a safety net. Vaccines are now fewer but not as expensive. The provider of the vaccines can now refer families who cannot afford vaccine to the health department. At present the funding helps underinsured children, insured children (as classified by the VFC (Vaccines for Children) created in 1993) and outbreak control, but not adults. In the future, section 317 funding needs to be extended to meet the needs of uninsured or underinsured adults. Strategic investments are needed in immunization to improve and develop immunization projects for both children and adults.
