Glenn Keelan, Programme Manager for Victoria Station, London Underground

Glenn began his career in 1986 in private sector consultancy, as a Mechanical / Building Services engineer working on commercial, retail, and medical sector developments. In 1993 he joined Crossrail, subsequently becoming E&M Manager.
In 1996 he joined Kvaerner, while obtaining a second degree in Environmental Management, and was seconded to LU Major Projects managing the Camden Town and Tottenham Court Road Station Upgrades. He joined LU / TfL as a permanent employee in 2001.

In 2003, he became SPM of Tube Lines ‘New Works’ division, developing that business to incorporate major scheme approval processes, and delivering schemes such as Wembley Park, Knightsbridge, Russell Square, and Hounslow East stations. 
In 2005, as Victoria Station Upgrade SPM, he delivered the first successful LU-specific TWAO powers in 2009, and subsequently led on early development of the Northern Line Extension and Earl’s Court Development.
 
In 2010 Glenn was selected by TfL for the pilot APM Registered Project Professional (RPP) scheme – its standard for future Charter - becoming one of the first 50 PMs to achieve the designation.
Programme Manager at VSU since 2011, he updates his definition of “complexity” on a daily basis.
