Mr M H Au,
Director General,
Office of the Telecommunications Authority, Hong Kong


Mr M H Au has been the Director-General of Telecommunications of the Government of the Hong Kong Special Administrative Region since August 2003.

Before assuming this post, Mr Au was the Deputy Director-General of the Office of the Telecommunications Authority (OFTA). He was responsible for managing and coordinating the work of the four branches of OFTA, namely, the Regulatory Affairs Branch, the Competition Affairs Branch, the Operations Branch and the Support Branch.

Mr Au joined the Telecommunications Branch of the Hong Kong Post Office in 1985 as Chief Telecommunications Engineer and became an Assistant Postmaster General in 1991. He was appointed an Assistant Director of OFTA upon its establishment in July 1993. In April 1997, he was appointed Senior Assistant Director (Regulatory), OFTA, in charge of the economic and technical regulation of all public telecommunications services.

Mr Au holds the degrees of Bachelor of Science in Electrical Engineering (University of Hong Kong), Bachelor of Laws (University of London), Master of Laws (University of Hong Kong) and Master of Finance (Curtin University of Technology). He is a Member of the Hong Kong Institution of Engineers and a Member of Institution of Electrical Engineers in United Kingdom


Mr Roger Barlow,

Roger Barlow is Chairman and CEO of RJB Consultants Limited. He is based in Hong Kong and advises clients on telecommunications strategic and operational issues covering fixed and mobile networks, and international communications.

Prior to the formation of RJB Consultants Ltd, Roger has worked for Cable & Wireless, Hong Kong Telecom, PCCW and Reach. He is currently an independent non-executive director of MobileOne Limited in Singapore.
He successfully established a representative office for the Cable & Wireless Group in Hanoi in 1994 and remained in Vietnam for C&W until 2000.

Since 2003 Roger has advised a number of companies in Vietnam, both foreign and local, on issues such as market entry, strategic marketing and business planning.

He has also recently advised clients on transactions in India, Europe and North America, in addition to SE Asia.
Roger has a B.Sc. (Econ) from the University of London, and a M.A. from the University of Essex.


Mr Chip Barton,

Mr. Barton is a global executive with over 20 years of professional experience in IT and communications. He’s been based in the Asia Pacific region since 1992.

Mr. Barton is currently Regional Managing Director, Asia Pacific for IDT, a global provider of retail and wholesale telecommunications services, stored value financial services and entertainment. IDT is also the largest provider of calling cards in the world and one of the three largest carriers of international voice traffic globally.

Prior to his current position, Mr. Barton served as President and Managing Director of Gain Consulting Group Limited, a global consultancy and advisory firm based in Hong Kong.

Previously, as President, Asia Pacific, AT&T International Ventures, he developed and executed AT&T’s growth strategy and investments in Asia Pacific. Mr. Barton’s initial assignment in Hong Kong was as Vice President of Strategy and Business Development, where he led AT&T’s new strategy development and business expansion for the region. He also served as regional Vice President for Public Affairs. Prior to his assignments in Hong Kong, Mr. Barton served as Regional Managing Director for the South Pacific Region based in Sydney, Australia and he held various posts with responsibilities for Europe, Latin America and the US.

Mr. Barton has been a keynote speaker at numerous major industry conferences and a frequent University and MBA program guest lecturer. He has represented business and industry issues before the media. He served as chief company representative of AmCham, the Hong Kong Chamber of Commerce, and the Asia Pacific Internet Association (APIA), and was a past regional Company Chairman of Corporate Gifts for the American Cancer Society.


Mr John Baudier,

John has 20 years of experience in Information Technology; 13 with Intel Corporation. During the past 13 years he’s held a variety of positions with Intel including Network Engineer, WAN Planner, Network Engineering manager and Global Engineering Team manager in Asia. Mr Owen Best,

Before joining FLAG Telecom in June 1998, Owen Best was Vice President of Telstra Japan (1995-1998) and Regional Director for Telstra Korea (1994-1996).

He has over 22 years experience in the telecommunications industry, and has worked extensively in the Asia Pacific region in various senior engineering and operational positions with Telecom Australia, Telecom Australia International, OTC, and Telstra.

Owen has a Bachelor of Engineering Degree (Electronics/Communications), a Master of Engineering Studies, and an MBA - all from the University of Queensland, Australia.


Mr Marc Bodner,

Marc Bodner serves as President, International Strategy for IDT Telecom. Based at IDT’s global headquarters in Newark, New Jersey, USA, Mr. Bodner is focused on IDT’s expansion and growth in Asia and Africa, as well as new business ventures in Europe. From May 2000 until June 2005, Mr. Bodner was Managing Director of IDT Europe and Executive Vice President of IDT Telecom. Based in London for 5 years, Mr. Bodner was responsible for all phases of IDT's European operations.

Under his leadership, IDT Europe expanded its retail and wholesale businesses throughout the region, and launched Toucan, one of the UK’s leading CPS operations.

Prior to relocating to London, Marc served as Senior Vice President of Business Development for IDT's former subsidiary, Brix Communications, as well as in other business development roles on behalf of IDT Corporation. Before joining IDT in 1999, Marc was an associate at Goldberg, Corwin & Greenberg LLP, a New York City law firm, as well as having held the position of research analyst with the Edward S Gordon Company (now known as Insiginia/ESG), a large Manhattan real estate firm.

Mr Bodner holds a BA in Political Science from Queens College (CUNY) and a Juris Doctor from Yeshiva University's Benjamin N. Cardozo School of Law.


Mr John Bradfield,

John is an experienced competition lawyer, and he has worked for regulator and incumbent. John started his working life as a newspaper journalist, then later qualified as a Barrister and Solicitor in Australia, successfully representing clients in administrative, civil and criminal cases. John joined the Australian Government in 1993, working in various departments and representing the Government in various Courts and Tribunals. John joined the Australian National Competition Council in 1997 as a legal adviser on liberalising statutory monopolies. He soon joined the Australian Competition and Consumer Commission as legal adviser to the Telecommunications Group, later accepting a senior management role as head of Telecommunications Enforcement where his team was responsible for making significant inroads into curbing the incumbent's market power.

John joined the Hong Kong regulator OFTA in 2001, as a senior consultant, where he advised on complaints and competition issues. In 2003 John began work at PCCW where he provides advice across the business on competition, compliance and various other regulatory issues.

Mr Amit Chawla,

Amit Chawla is Executive VP of Global Marketing at Veraz Networks. Amit has over 18 years of design, product management and market development experience in the telecommunications industry. Prior to Veraz, Amit was CEO of NexVerse Networks and led the merger of NexVerse Networks with ECI Telecom’s NGTS business unit to form Veraz. Prior to joining NexVerse Networks, he was VP Portfolio Management, Communications Server products at Nortel Networks for the packet-based Succession Networks.

Amit holds a Bachelors of Science in Engineering from University College, University of London, England and a Masters of Science from the University of Manitoba, Canada.


Mr Feng Chian,

Mr. Chian joined Taiwan Fixed Network, Co., Ltd. as Executive Vice President in September 2003. He graduated from Chiao Tung University and has solid engineering background and expansive management experiences in the telecommunication industry. In the past, Mr. Chian held several senior management positions in leading telecommunication companies in Taiwan such as Asia Global Crossing Taiwan, Global One Taiwan, Sprint International Taiwan, and ITT/Alcatel TAISEL.

He keeps up to date with the status and development of the telecommunication regulatory environment and masterminded the launchings of various telecommunication services in Taiwan. He was also involved in actively promoting value-added network services, electronic data interchange (EDI) and electronic commerce. In addition to telecommunication service industry, Mr. Chian also worked in telecommunication manufacturing industry in developing and manufacturing central office telecommunication equipment, private branch exchange (PBX) and related hardware and software.


Victor Chiu,

Mr. Chiu directs Chunghwa Telecom’s network strategy and planning. He has spent more than 30 years studying telecom network technology and now, he is the VP of Telecom Labs, a unique R&D organization of Chunghwa Telecom. Mr. Chiu holds BS and MS degrees from University of Colorado in Electrical Engineering.

Mr Anthony Christie,

Anthony D. Christie oversees Global Crossing's marketing organization and its Agent Channel, comprising enterprise resellers and VARs. The marketing organization is dedicated to assessing customer needs, evaluating Global Crossing's position relative to competitors in satisfying those needs, and developing, positioning and managing the products and services Global Crossing offers. As chief marketing officer, Mr. Christie is responsible for product development, product management, pricing, strategic marketing and market development. In his role overseeing the Agent Channel, Mr. Christie focuses on expanding relationships with Global Crossing's Agent partners and developing new ways to support their growth.

Mr. Christie holds a B.S. in marketing with a concentration in computer science from Drexel University, an M.B.A. from the University of New Haven and an M.S. in Management from M.I.T. He resides in New Jersey with his wife and children.

Gregg Creevey is Senior Vice President, Sales & Marketing, CNBC Asia Pacific. He oversees the advertising sales, network and programming distribution, business development and marketing functions of the network. He is also directly responsible for all of the network's revenue-generating sources including advertising sales, subscription and network development.

Creevey joined CNBC Asia Pacific in 2004 as Senior Vice President, Distribution & Channel Strategy and was recently promoted to his current role. As head of distribution and business development, Creevey has contributed significantly to the growth of the network’s distribution numbers and subscription revenue.

With over 17 years of experience in the Asia Pacific broadcast industry, Creevey was one of the longest standing and most experienced executives at Turner Broadcasting prior to joining CNBC. Successful initiatives he spearheaded include the implementation of a dedicated CNN service in Japan, negotiating for CNN to be the first licensed foreign retransmission cable channel in Korea, and identifying the first mobile content deals for Cartoon Network in Asia. Creevey was also part of the pioneer team that established CNN’s distribution in Asia. Some of the first countries in which CNN has gained a distribution foothold included Singapore and Thailand (via IBC). He was originally based with CNN in London, responsible for pan-European marketing and business development initiatives as well as inflight programme syndication.

A television industry veteran with extensive experience in the Asia Pacific region, Gregg Creevey oversees the entire sales, marketing and business development operations at CNBC Asia Pacific. This includes advertising sales and subscription-based sales on distribution networks, as well as on mobile platforms. He is also responsible for expanding network and programming distribution to terrestrial broadcasters, commercial establishments, financial institutions, hotels and airlines across the region. Additionally, Creevey spearheads the development of strategic partnership initiatives with prominent broadcast media entities in the region, including TV-18 in India, Nikkei in Japan and the Shanghai Media Group, in China. He also works closely with CNBC’s strategic partners to improve the brand’s presence in all of the markets that the channel serves.

Creevey has over 18 years of experience in the Asia Pacific broadcast industry, and was previously one of the longest standing and most experienced executives at Turner International. As the Senior Vice President, Network Distribution and Content Sales, for Turner International Asia Pacific, Creevey spearheaded several successful initiatives, including the implementation of a dedicated CNN service in Japan, negotiating for CNN to be the first licensed foreign retransmission cable channel in Korea, and identifying the first mobile content deals for Cartoon Network in Asia.

Tunde Fafunwa has more than 20 years of senior management experience in the Telecommunications and Information Technology field. He has led startups, mid-size companies as well as major initiatives in Fortune 500 companies.

Currently as Chief Executive Consultant, he has led the competitive repositioning and growth of Bayan Telecommunications Inc., a leading Internet and competitive fixed line provider in the Philippines. At the Bayantel, Tunde leads the 1,600 person, $180 million a year full service provider. The company has been competitively repositioned to deliver data and Internet revenue growth of 30% a year, with a significantly lower cost structure.

Previously he was Vice President, Marketing at Verizon subsidiary, where he was responsible for the product bundling of Landline, Cellular, Video and Internet to over 2 million customers with combined revenues of over $1 billion.

In addition, Tunde has held senior IT management positions in the financial and computer consulting industries. He is the founder of Resourcery Limited the largest network integrator in West Africa.

He is a frequent speaker and panelist addressing Internet and telecom infrastructure issues at international conferences. His articles and papers have been published in leading industry magazines and on the Internet.

Tunde has both a Masters in Technology Policy as well as an MBA from Massachusetts Institute of Technology (M.I.T.)


Alessandra Fratini,

Alessandra is a partner with O’Connor and Company, where she is responsible for the EC competition and communications practices. She is admitted in Italy, is a member of the Brussels Bar and an IBA (International Bar Association) member.

After some years in-house with RAI in Rome, where she had particular responsibilities for regulatory affairs, corporate strategy and international partnerships, Alessandra moved into private practice in Brussels and she is currently advising on a number of EC competition and regulatory issues in the area of broadband, mobile and media across Europe. In electronic communications, she specializes in the application of EC (and Italian) law and regulation to new market entrants. She has represented major operators before the European Commission and the European Courts on a wide range of competition issues applied to communications. She is currently completing projects on the deregulation and re-regulation of other public sector utilities including postal services and transport.

Alessandra teaches network industries law and regulation at LIUC University in Italy; she is a frequent speaker at international conferences on the application of competition law to the telecoms sector and is a regular contributor to telecoms publications.

Mark Patrick Gilroy is a self-motivated, creative sales & marketing professional with special skills in penetrating new markets and establishing new ventures.

Throughout his career, Mark has repeatedly been the top sales performer (most recently, the Orion President’s Club). Mark’s most notable skill is the capability to launch new companies, offices, ventures and products and services. His ability to establish long-lasting, successful business partnerships and understand market trends in the emerging and established marketplace has enabled CyberStar to enter new communications markets.

During the past five years Mark has successfully created and managed the sales, marketing and operations organization in Singapore, with responsibilities for the entire Asia Pacific and Indian Ocean Region. Under his leadership the company penetrated henceforth-closed markets in the Internet and VSAT industry and established a market presence in nearly half of the countries covered. During that time revenues grew consistently by more than 27% per annum.

Mark has established excellent relationships and contacts within the telecommunications and broadcasting industry, particularly with the national telecommunications carriers and local telcos, satellite broadcasting networks and satellite operators across the Asia Pacific and European regions (Satellite Services Associations) during the past four years.


Mr Ofer Gneezy,

Ofer Gneezy is President and Chief Executive Officer of iBasis, a leader in international long distance, VoIP, and prepaid calling cards. As co-founder of iBasis in 1996, Mr. Gneezy is one of the true visionaries of the IP telephony industry and a recipient of Pulver.com's Industry Pioneer Award. He was an early believer in the power of the Internet to change global telecommunications and quickly established iBasis as the first provider of toll-quality Voice-over-IP (VoIP) service.

Many of the world's largest carriers, including AT&T, Cable & Wireless, China Mobile, China Unicom, MCI, Sprint, Skype, and Telefonica are iBasis customers. iBasis carried approximately 5 billion minutes of international voice over IP (VoIP) traffic in 2004, and is one of the ten largest carriers of international voice traffic in the world.

For four consecutive years service providers named iBasis the best international wholesale carrier in ATLANTIC-ACM's annual International Wholesale Carrier Report Card.

Prior to founding iBasis in 1996 Mr. Gneezy was president of Acuity Imaging, Inc., a multinational leader in industrial automation technology. Mr. Gneezy is a graduate of the Advanced Management Program at Harvard University's Graduate School of Business Administration and has an M.S. in engineering from M.I.T.

Mr.S.N.Gupta, Born 1957, graduated with Hons, in Electronics and Communication Engineering in 1979 from Kurukshetra, University, INDIA. From 1979 to 1980 he completed his post graduation iln Electronics Design Technology at CEDT, Indian Institute of Science, Bangalore and was appointed as Project Manager of ETDC complex of HARTRON.

In 1981 he joined Wireless Planning and Coordination Wing of Ministry of Communication and was posted as Officer-in-charge of Wireless Monitoring Station, Srinagar and Secretary, Regional Advisory Committee of SACFA for J&K and HP.

In 1983 he joined IRSSE Cadre of Western Railway. Since 1985 to 1989 he held various positions on that Railway including one year tenure as Senior Project Manager for Passenger Reservation Computerisation System at Bombay.

From 1989 to 1994 he worked with Indian Railways Institute for Signal Engineering & Telecom as a faculty for signalling, Telecom and Computers. At this centre he was involved in developing and conducting courses in advanced Telecommunication technologies for senior Railway officers from India and Abroad.

Since August 94 he worked with IRCON INTERNATIONAL LIMITED as Additional General Manager and was involved in the execution of optical fibre and other projects dealing with modern telecommunication systems at National and International level.

Up to August, 2000, he was Heading IRCON’s first “BUILD-OWN-OPERATE” based Optical Fiber Project between Mumbai and Delhi and also the ISP Project.

Presently, he is working as Advisor with Telecom Regulatory Authority of India at the level of Joint Secretary and is heading the Converged Network Division dealing with Regulatory, Technical and Economic aspects of Data Networks and Services including VOIP, Internet Services, IPv6, Broadband, International Leased Circuits and NGN.

Mr. Gupta was awarded the Minister of Railways award for the outstanding performance during 1995-96.

He retired as a Major from Railways Engineers Territorial Army and is also a Grade I Radio Amateur.

He is widely traveled abroad to Europe and Asia being Chairman of various Experts’ Groups of Asia Pacific and South East Asia in the field of VOIP, Internet Telephony, ICT and Domain Names. He was also deputed as an ITU expert on an UNDP assignment on Internet Exchange and International VOIP Gateway for Bangladesh.

He is a Fellow of Institution of Electronics and Telecom Engineers and a member of its national Technical Programme Committee. He is also a Life Member of Institution of Railway Signal and Telecom Engineers and also member of Institute of Rail Transport and also the member of Chartered Institute of Transport. He is a member and trustee of PTC India Foundation.

He has also been conferred the title of Chartered Engineer by IETE (India) and included in “Asia – Men & Women of Achievement” by Reguerdon, Malaysia.


Mr Taro Hashimoto,

Taro Hashimoto serves as CEO of SOFTBANK Broadmedia (SBBM) since the company foundation in 2000. He oversees the business and R&D activities of SBBM and its subsidiaries, utilizing his profession in IP industry, broadcasting industry, and financial industry background.

Seeing great potential in the content distribution business while acting as Director and Executive Management at JskyB and Japan Digital Broadcasting Services (current SkyPerfect Communications), he led his team at SBBM to develop and launch “BBTV” in 2003, the first IP-TV service in Japan.

Hashimoto joined SOFTBANK Corporation in 1996 as Head of Corporate Investment where he acted as advisor to CEO, managed major M&A and joint venture transactions such as the establishment of JskyB with News Corporation. From 1982 to 1996 he held management positions in M&A and other investment banking business at Nomura Securities, a dominant financial group in Japan. Hashimoto holds B.A in Economics, Keio University.


Mr Matthew Healy,

Matt Healy joined Macquarie Telecom as National Executive, Regulatory & Government. His responsibilities include government liaison and the management of regulatory issues in Australia and Asia-Pacific.

Matt is a Director of the Competitive Carriers Coalition (CCC) and a Board Member of the Australian Communications Industry Forum (ACIF).

Prior to joining Macquarie Telecom, Matt held the position of Director Enforcement with the Australian Competition and Consumer Commission. He has also held corporate roles in the Aviation and Energy sectors.


Mr Bernard Hill,

Bernard Hill is the Head of Competition Affairs at Hong Kong’s Telecommunications Authority. His department is responsible for the enforcement of the competition law provisions of the telecommunications regime which includes the investigation and analysis of mergers and acquisitions in the sector. This department also investigates the economic and commercial impact of specific regulatory policies, such as the licensing of VoIP services.

Bernard has over 25 years experience in the practice and administration of competition law. As Director Special Duties in the New Zealand Department of Trade & Industry in the early 1980’s, Bernard was responsible for the investigation of mergers and takeovers and the development of competition law legislative policy which culminated in the introduction of a major reform of New Zealand’s restrictive trade practice and merger law in 1986.

Subsequently, Bernard was for many years, a partner in one of New Zealand’s principal commercial law firms, where he was closely involved in the leading competition law cases which accompanied the economy wide deregulation initiatives implemented in New Zealand in the 1990’s, including telecommunications. Bernard also has extensive commercial transaction experience in telecommunications and the media. He has represented many international companies, and has appeared as an advocate in New Zealand’s Court of Appeal and the Privy Council in the United Kingdom. He is the author of two publications on New Zealand’s competition and fair trading laws.

Osamu Inoue is Executive Vice President and a Member of the Board of NTT Communications (NTT Com). As the head of Global Services Business Division, Mr. Inoue oversees the global business of NTT Com. In this role, while focusing on Asian business, he also directs NTT Com’s efforts to expand its global reach to the U.S. and Europe

Mr. Inoue served as the Managing Director of NTT Europe Ltd. from 1999 to 2003. Karsten Lereuth is the BT Global Services President for Global Telecom Markets (GTM). To reflect its evolving strategy, the unit changed its name in July 2005 from Wholesale Business to GTM. Karsten has been actively involved in the successful development of the German internet economy since the mid-90s. After his university degree in engineering in 1990 he joined an IT system house as director of sales. In 1994 he worked for a Japanese hardware manufacturer as director of sales and marketing in Germany.

In 1996 Karsten joined the Internet provider UUNET, the Internet division of WorldCom, as a member of the EMEA management team in several key functions, including managing director. In May 2001 he moved to Group 3G, the UMTS joint venture of Telefonica and Sonera, in Germany, where he was responsible for marketing, products and services.

Eva was previously employed by the Ericsson Group, where for 18 years she held leading positions in Japan, Australia and the US. Back in Sweden in 1998, Eva was nominated R & D Director for Corporate Technology at Ericsson.

After a year as Managing Partner at Sandberg & Trygg B2B advertising agency, Eva joined Telia in 2000 as Senior Vice President and project leader for broadening the ownership of companies in the Enterprises Business Area. The following year she was appointed Head of the Equity Business Area and became a member of Telia’s Group Management.

Early in 2002, Eva left Equity for Telia Mobile where she was assigned Senior Vice President with special responsibility for all staff units and overall strategic business development. In September 2002 Eva Lindqvist was appointed President of Telia International Carrier. Presently, Eva is responsible for all international carrier activities within the TeliaSonera Group and President of TeliaSonera International Carrier.

His previous employers had included BT and New Zealand Telecom.

Diarmid moved to ITXC in July 1998, and was responsible for establishing ITXC in the Asia/Pacific region, as well as building and expanding ITXC's relationships with the major regional telecommunications service providers. ITXC became the US’s largest dedicated wholesale international phone carrier and the world’s largest international VoIP carrier.

In April 2004 Diarmid joined NexTone Communications as regional Managing Director for Asia/Pacific to establish NexTone’s customer base and presence across the region. NexTone now has offices and Tier 1 Carrier customers throughout Asia Pacific

She has led the NDS Asia Pacific sales efforts to "win the footprint" as the growth of digital broadcasting has increased in the region, with a focus on deploying NDS end-to-end digital broadcasting systems to change the way viewers are informed and entertained.

Under Ms. Taylor’s leadership NDS has reached a significant milestone in the Asia Pacific pay-TV market with four million active subscribers using NDS conditional access systems. This achievement makes NDS the leading conditional access provider in the Asia Pacific region.

Ms. Taylor joined NDS Asia Pacific in 1995 and supported STAR TV during the transition to digital broadcasting as it implemented NDS digital conditional access and digital broadcasting compression systems. She continues to work closely with STAR and other NDS Asia Pacific customers to leverage their investment in digital broadcasting systems to grow their pay-TV businesses.

Allen is the practice leader of Human Resources Services, China and Hong Kong, and a partner of PricewaterhouseCoopers. He was one of the founding partners of a reputable Hong Kong based management consulting firm before joining PricewaterhouseCoopers.
 
Allen has helped many multinationals and local clients, including financial institutions, insurance companies, large conglomerates, utilities, telecom companies, NGOs and the Hong Kong Government, in strategies planning, process redesign, organisation restructuring and change management assignments. He was the Strategic Advisor to the Hong Kong Government’s HRM initiative between 1995 and early 2000.
 
Allen had more than 25 years of senior executive experience working with major financial institutions in the United States and Canada. He completed his executive trainee program with a regional bank in the United States in 1976 and later assumed various management positions in Treasury, Lending and Operations functions with major Canadian financial institutions. He was Vice President in Credit before returning to Hong Kong in 1985.
 
Allen was Area Head of Human Resources of an international bank which has major operations in Hong Kong and Asia prior to founding his consulting business. Whilst at the bank, he was responsible for developing and implementing the HR Strategy in the early 1990s to enable the bank to optimize its human resources to win in the fast changing banking environment in Hong Kong and other parts of Asia.
 
He was appointed to initiate and lead the Bank’s Total Quality Management journey in 1991, and was successful to help inculcate a customer-focused culture and services-oriented work environment.
 
A Certified Management Accountant, with an MBA from Portland State University, he is well experienced in managing both financial and human resources at the strategic level.
