Mr. Le Anh Dung has a Bachelor Degree in Banking and Finance at National Economics University in Vietnam and a Master Degree in Banking and Finance at Monash University in Australia under the Australian Government Scholarship in 2005. 

Mr. Dung was appointed as Deputy Division Chief at Payment System Department in June 2009, and then as Division Chief at the same department in 2014. 
During his time at the Payment System Department, Mr. Dung has been in charge of making policies, drafting procedures for non-cash payment instruments such as bank cards, credit card, mobile payment and e-money. He is responsible for exploring the implications of Bitcoin and other virtual currencies too. Mr Dung participates in the ASEAN’s Working Group on Payment and Settlement System (WC-PSS) as head of the SBV team and is involved in the Masterplan of non-cash payment development in Vietnam.
