"Mobile driving licence in Finland: Use cases, challenges and experiences"
The Finnish Transport Safety Agency (now the Finnish Transport and Communications Agency, Traficom) decided to implement a mobile driving licence (mDL) pilot in 2016. The public pilot was launched at the end of 2017 for 1000 iOS users and later in the spring of 2018 an android version of the pilot was launched.
The decision to start the pilot was made because we saw many benefits in introducing a mobile version of the driving licence. These benefits include e.g. the following:
The information is always up to date
Customers use mobile applications for a wide variety of other important areas of life (banking, payments, services, loyalty cards etc.) and there is a growing number of people that want have the option of not carrying any cards in their wallets,
The mDL can be easier to verify for the various stakeholders
There is a possibility for add on services (e.g. message-service)
The mDL can be updated and developed much easier than a physical licence
Based on the excellent feedback from the public pilot, legislation work started on the official status of the mDL in the fall of 2018 and the legislation came into force in February 2019. We have recently started the open beta phase (for Android) and plan to have the mDL available for everyone in the coming months.
The presentation will include a short background on mDLs in general as well as our experiences from the project (customer and stakeholder feedback). I will also try to touch on some of the challenges of introducing the mDL.
Simo Karppinen’s education background is in law (Master of Laws (LL.M.) from the University of Helsinki). He has more than 15 years of experience in managing and developing public services for vehicle registration and more recently for driving licenses. He was involved in developing and introducing the first e-services for both vehicle registration and driving licences in Finland. The Finnish Transport and Communications Agency (Traficom) is working towards releasing a mobile driving licence (mDL) in Finland. The project is currently in open beta phase and the mDL recently gained an official status next to the physical driving licence in our national legislation. Simo is the process owner for the mDL and served as a chairman on the EReg (Association of European Vehicle and Driver Registration Authorities) topic group XIX on non-physical driving licences.
