Colin Chick, Executive Director of Economy, Environment & Infrastructure, Gloucestershire County Council

Colin has been the Executive Director for Economy, Environment and Infrastructure for the last 5 years at Gloucestershire County Council. During this time he has been focused on moving forward the growth agenda, with particular emphasis on achieving this in the most sustainable way and supporting people into work through skills training. He developed a Climate Change Strategy for the County, which has led to the development of a decarbonisation strategy for transport. This has resulted in a County Rail Strategy which  has already led to a number of rail improvements. In addition, he has secured over £50m to construct a 26 mile cycle spine through the county and is currently developing a rural bus strategy to help achieve the decarbonisation target. Colin has secured substantial funding to deliver major transport projects to support sustainable economic and housing growth in the county in the form of two designated garden towns/villages.     Before working at Gloucestershire County Council, Colin spent 15 months writing and developing an Inclusive Growth Strategy for Sheffield City Region to ensure that the maximum economic benefits for the area would be achieved through the HS2 and Northern Powerhouse rail programmes.     Colin has 25 years experience in senior management positions, including 13 years as a Corporate Director (Environment and Regeneration) at Luton Borough Council, where he spearheaded the regeneration of the town following the collapse of Vauxhall and the manufacturing industries. He has experience of successfully leading major planning, development, transport and investment proposals, for which he has secured major funding from various sources and delivered the projects as SRO and Project Board Chair.   In January 2016, he set up his own company, providing consultancy and interim management support within the economic, regeneration, transport and environment fields. Colin has considerable experience of strategic national and regional work and is a Fellow of the Institution of Civil Engineers, has an MBA, an MSC with distinction in transport, is a visiting lecturer and is an author of various technical papers and a book.
