Stand 268 The Team Identity Fraud (TIF) is a joint venture between the municipality of Amsterdam,Werk Participatie en Inkomen ((WPI) the social benefits office) and Amsterdam police. The Team was set up to fight and prevent identity fraud in Amsterdam. To fulfill the mission the team is training civil servants who are responsible for establishing identities. They learn the security features and how to check an identity document. The team give advice and do research in the field of identity fraud. The data concerning an personal Identity starts with the registration in the Dutch population registration system. According to the Dutch law government institutions have to use the personal data from the population registrar. This data must be complete, correct and trustworthy.
The reason for starting this team was remarkable. On October the 4th 1994, a Boeing cargo aircraft from EL AL crashed in to two blocks of flats in Amsterdam Bijlmermeer. In order to find out who survived this disaster the mayor of Amsterdam made an appeal via the media to the people who lived in these apartments to report themselves. Talk in the town was that the government would grant a general pardon to the people who lived there illegally and did not have a residence permit. From several countries Hundreds of people reported to this call. The government was surprised by the amount of illegal people and the Team was formed in 1998.
