Matthew Davies, Executive Director, Admissibility and Passenger Programs Office of Field Operations, U.S. Customs and Border Protection

Matthew S. Davies serves as the Executive Director for Admissibility and Passenger Programs (APP), within the U.S. Customs and Border Protection (CBP) Office of Field Operations (OFO). In this role, he oversees multiple national-level programs related to admissibility enforcement and traveler facilitation in addition to serving as a primary point of contact for engagement between the travel industry and OFO. Prior to this assignment and continuously since June 2019, Mr. Davies served as a Director and Deputy Executive Director for APP.
From December 2012 to March 2019, Mr. Davies was the Area Port Director for CBP in Chicago, Illinois. As Area Port Director, Mr. Davies was responsible for directing operations at ports of entry under the jurisdiction of CBP in the states of Illinois, Wisconsin and northwest Indiana. Mr. Davies led the activities of over 650 employees at multiple locations, including the largest operation within the Area Port at Chicago’s O’Hare International Airport (ORD). He was instrumental in leading the implementation of Automated Passport Control (APC) kiosks for CBP processing at ORD – the first U.S. airport to adopt this technology innovation. 

Mr. Davies has completed numerous developmental assignments, including as the Deputy Director, Field Operations for the Chicago Field Office; Executive Director for Acquisition Policy and Oversight within the CBP Office of Technology, Innovation and Acquisition in Arlington, Virginia; and Division Chief-Mission Support for San Diego Sector (Border Patrol). He previously worked as a Program Manager within APP at CBP Headquarters from 2007 to 2011.  Mr. Davies began his government service in 2002 with the Immigration and Naturalization Service in Buffalo, New York where he worked as an inspector, officer and supervisor.

Mr. Davies attended the first cohort of the CBP Leadership Institute in 2010 and completed the DHS SES Candidate Development Program in 2015. He graduated from the State University of New York (SUNY) at Buffalo with a bachelor’s degree in English and is married with three sons and one daughter.
