Project Manager | Highway Engineer |  Ryan Smith is an accomplished Project Manager and Highway Engineer with over a decade of experience in multidiscipline construction environments, specialising in contract procurement, digital infrastructure, and highway improvements. Ryan's expertise spans across various sectors, including public infrastructure projects, health and safety, and Local Authority highway maintenance, where he has delivered high-profile and sustainable capital projects. Currently serving as a Project Manager at CJ Founds Associates Ltd, Ryan has successfully managed large-scale contracts for Local Authorities across the UK. Notable projects include the Rural Connectivity Programme for Mid Sussex District Council and the Research and Innovation Fibre Ring for Brighton & Hove County Council and a string of contract procurements with unitary highway authorities across West Berkshire. In these roles, Ryan demonstrated exceptional leadership, technical knowledge, overseeing programme management, contract supervision, and stakeholder engagement while ensuring compliance with NEC4 standards and procurement regulations.  Before joining CJ Founds Associates, Ryan held senior roles at North Yorkshire County Council, where he managed capital programmes focused on highway drainage, resurfacing, and strategic infrastructure improvements. His work on the National Productivity Investment Fund and Harrogate District Road Improvements showcased his ability to deliver innovative and sustainable infrastructure solutions. Additionally, Ryan’s technical expertise extends to Construction (Design and Management) (CDM) regulations, where he has served as a Principal Designer and CDM Advisor, ensuring health and safety compliance in construction projects. Ryan holds a Civil Engineering HND and is certified in NEBOSH Health and Safety, New Roads and Street Works Act (NRSWA), and Agile Project Management. His collaborative approach and deep understanding of Local Authority processes have enabled him to build strong relationships with Local Authority colleagues, contractors, consultants, and stakeholders, driving the successful delivery of multimillion-pound infrastructure projects.
