Maureen Cowan was appointed Regional Director, Transportation Security and Emergency Preparedness, Transport Canada, Pacific Region on April 27, 2023. Maureen started her career with the Government of Canada in 1995. In 1996 Maureen joined Transport Canada in the newly formed Pacific Region, Regional Director General’s office. From there, Maureen gained experience in the Policy and Coordination Branch, working on various projects and initiatives such as the Asia Pacific Economic Cooperation (APEC) Ministerial and Port State Control conferences. Between 1998 and 2019, Maureen held various positions within Transportation Security and Emergency Preparedness, including Transportation Security Inspector, Security Policy Advisor, Manager of Transportation Security Operations and A/Regional Director of Transportation Security and Emergency Preparedness. Maureen’s knowledge and experience spans all aspects of Transportation Security and Emergency Preparedness including Aviation and Air Cargo Security, Marine Security, Rail Security, Rail and Mass Transit Security Policy, Emergency Preparedness/Management, Enforcement and Corporate Security. Maureen also has extensive experience in International Aviation Security Assessments, Training and Development in support of the Global Affairs Canada Counter-Terrorism Capacity Building Program. Prior to her appointment as the Regional Director, Transportation Security and Emergency Preparedness, Maureen held the position of Regional Manager of Enforcement for the multi-modal Regional Enforcement Unit. Maureen was recently selected as a corresponding member of PIARC, the World Road Association, where she contributes as a member of the Technical Working Group on Disaster Management, under the Strategic Theme of Road Administration. Maureen holds a Bachelor of Arts in Political Science and French from Carleton University, Ottawa, ON, and an Associate Certificate in Investigation and Enforcement from the Justice Institute of British Columbia, New Westminster, BC.
