Dr. Neil Perez Balba, is an International IT and Engineering consultant, a Professional Computer Engineer, and an educator. He is currently the Executive Director for Technology /CDO and formerly the Director of the Center for Innovation and Development of LPU-Laguna. He works as a dean, and a professor, and conducts lectures in different countries. He became Corporate IT Director of the Group of Companies and MIS Director. He is also active in various professional organizations, became the president of the Philippine Society of Information Technology Educators Incorporated-National (PSITE), and is now the VP of External Affairs. He also became the Regional President of PSITE-Region 4, the National Board of the Institute of Computer Engineers of the Philippines (ICPEP), a member of the Institute of Electronics Engineers of the Philippines (IECEP), President of the Integrated Society of Information Technology Enthusiasts (ISITE), President of Mechatronics and Robotics Society of the Philippines (MRSP-Laguna) and International Association of Engineers (IAE). He is a graduate of 4 Doctorate Degrees, 6 master’s degrees, and 6 undergraduate programs focused on Engineering, Information Technology, and Management wherein he graduated with the highest distinction in one of the programs. He has also received awards in different countries, including the Philippines. One of his great achievements as a teacher was receiving the Outstanding Professor Award - Top 1 in the Philippines under COTS. Currently, he is the Technical Panel for Information Technology of ISO/IEC – TC 60 under the Philippines’ Department of Trade and Industry (DTI) approving all ISO focused on IT, Security, Data Privacy, etc., and the Vice Chair of Sub Committee 1 of TC 60- ISO/ICE, Technical Panel of Malaysian Scientist Technical Association (MALSETAS), and Honorary Fellowship Member of Institute for Engineering Research and Publication (IIFERP-International). He is also an International and Local Accreditor for the Washington Accord (PTC), Seoul Accord (PCAB), and PACUCOA and also a member of the Regional Quality Assessment Team (RQAT) of the Commission of Higher Education in the Philippines. Dr. Balba presented and published several numbers of research locally and internationally and became a keynote speaker at different conferences in different countries. He was recently awarded the Digital Leader of the Year by PhilSec International and received the BEST PRESENTER award at 2 International Conferences the Association of Universities in Asia and Pacific Conference held in Bangladesh, Best Presenter and Best Paper in Internation Conference in Thailand last December 2023 and ICITE International Conference. He is now the current President of the Calamba City ICT Council.
