Jeremy Cruz, Secondary School Principal, Legazpi City National High School

Jeremy A. Cruz, a Doctor of Education, is a multi-awarded educator, researcher, and champion advocate of inclusive education. He was a recipient of the 2020 National Dangal ng Bayan Award, for his extraordinary acts of public service and consistent demonstration of exemplary ethical behavior. On September 7, 2022, he received his SEAMEO Special Education Innovation Country Winner Award 2022. He also has a list of international, national, and regional awards from notable DepEd-recognized and other award-giving bodies.


Among others, Legazpi City National High School, where he is the School Principal, was awarded Asia’s Most Inclusive Educational Programme (Silver) in 2019 and the Department of Education’s Model School in Inclusive Education in 2018. These were supported by his training and exposure to special and general education in Korea, Singapore, Malaysia, and Thailand.
Apart from his excellent leadership and managerial performance as a school administrator, he is also known for his poverty alleviation advocacy projects, where he introduced several community support programs and projects. These and more earned him the title, “Principal of the Poor”. 


He is presently writing his dissertation for his second doctoral study in Philosophy.

[W3] 7 Nov (PM) - Breaking boundaries through inclusion

The challenges encountered by students with special needs, especially in the new normal, are part of the reality countries are facing these days. Learners with disabilities who are exposed to the same challenging situations have to adapt to the new normal with the support of the institution, teachers, family members, and friends. Understanding the challenges these learners are going through can lead to the implementation of necessary interventions which are beneficial to the learners, teachers, and parents.  

The two-hour activity will expose the participants to the humongous challenges in the delivery of effective, responsive, and inclusive instruction among learners with disabilities.  

To help them in coping with the challenges, instructional and curricular accommodation, modifications and adaptations shall be substantially discussed. 

To give meaning to the activity practical and lived experiences in the implementation of mainstream and transition-vocational programs will be shared. 

Attendees should bring their laptop for this workshop session.

It is all about affection

  • Learners with disabilities will perform better and be empowered if they are provided with appropriate, responsive, and inclusive learning opportunities aided by affectionate teachers and purposeful technology.
  • Affection is compassion that allows teachers to see and feel their learners’ struggles, sufferings, and pains. Compassion is understanding the individual stories of learners under their care, accepting them, and proving to the children that their misfortunes are valuable stories to be heard by others so they, too, can learn from them.
  • To realize our dreams for all learners with disabilities, we must share them with all the community members and collaborate with them.
