David Sweeney, Director - Leadership Development, Health Education and Training Institute (HETI)

David has extensive experience as a leader and director of strategic and business functions in Australia and internationally. His background in management, leadership development and clinical mental health work is underpinned by his experience as a capability facilitator in the government and public health sector. He has a particular interest in the mental health sector, the complexity of systems and the ways in which approaches to clinical care and leadership have evolved over time. His practice is shaped by the ideas of leadership as an organisation development intervention, Tavistock group relations and collective leadership action. David served as Head of the Centre for Strategic Leadership with the National School of Government UK Cabinet Office. He was Director of the Prime Minister’s Top Management Program and served as Clinical Leadership Lead at Barts and The London NHS Trust. In Australia he has been Director of Leadership and Talent Management with the Australian Public Service Commission and Director of Design Policy with the Commonwealth Department of Human Services. David is an alumni of the European Health Leadership program at INSEAD, studied with Marty Linsky at Harvard and has a BA and MA from the University of Cambridge.

Tackling wicked problems to build a new culture for NSW Health executive leadership

NSW Health is a world-class health system and responsible for the health of millions of Australians. In 2016, the NSW Health Education and Training Institute designed a highly original leadership program to build a cadre of senior executives that could anticipate and respond to significant shifts in the volatile and complex health landscape. Based on adaptive, collective and relational leadership the program features immersive experiences that challenge and stretch participants. Rigorous evaluation reveals the program is achieving its objectives of building a senior executive talent pool and is strengthening collaboration across organisational boundaries within and outside of NSW Health.
