Kin Boon Chang, Deputy Group Director, Rail Infrastructure And Expansion, Land Transport Authority

Kin Boon has worked for Land Transport Authority as an engineer and project manager for more than 22 years on mega rail projects.

He has vast experience in project and design management in delivering complex engineering projects, particularly underground metro, in highly built up city environment. He is proficient in deep basement works and tunnelling in close proximity to sensitive structures. His experience, spanning through the life-cycle of the projects, from pre-tender planning, investigation and specifications development, to completion of construction and handover to Operator, has helped benefit project delivery, by improving safety and quality, as well as saving time and creating cost-efficiencies opportunities.  

Kin Boon is currently the Deputy Group Director Rail Infrastructure and Expansion (Civil) and holding concurrently appointment as Project Director for subgroup Rail Expansion Civil Team 2. The projects under him includes the Johor Bahru-Singapore Rapid Transit System Cross Border Project, North East Line Extension and others.

Prior to this, Kin Boon was the Project Director for Downtown Line Stage 3, Team 2, where he is responsible in delivering 5 new stations which includes the deepest station in Singapore, Bencoolen Station, and challenging tunnelling works under Singapore River, which won many awards, international and locally.

Kin Boon holds an honors degree in civil engineering from Nanyang Technological University and 2 Master degrees from National University of Singapore and Singapore University of Social Sciences.
