Dr. Richard E. Hill, Jr., (Rick) received a D.V.M. degree from Michigan State University in 1983 and following graduation, worked in private veterinary practice. In 1985, he joined the USDA and spent the majority of his career working in the Biologics Program as an Inspector, Epidemiologist, and Team Leader where he was involved in regulatory compliance and coordination of the pharmacovigilance program. In 1990, he received an M.S. degree in Veterinary Preventive Medicine at Iowa State University and is a Diplomate in the American College of Veterinary Preventive Medicine. In 1995, Dr. Hill transferred to the position of Quality Assurance Manager, responsible for overseeing the QA Program at the National Veterinary Services Laboratories and Center for Veterinary Biologics Laboratory. In November 1998, he rejoined the Center for Veterinary Biologics as Director of Licensing and Policy Development and then served as the Center Director from 2005 through 2013. In 2013, Dr. Hill assumed the position of Executive Director for Veterinary Services, National Import and Export Services until his retirement after 30+ years of Federal service. He has been a member of the International Alliance for Biological Standardization (IABS) throughout his career holding a variety of positions (President, Vice President, Board Member, Communication Committee, Veterinary Biologicals Committee, Biologicals Section Editor, and Past President of the North American Affiliate.) Although retired, Dr. Hill has remained active in veterinary medicine through volunteer positions with IABS, the American Veterinary Medical Association as Past Chair of the Council on Biologic and Therapeutic Agents and as Past President of the American College of Veterinary Preventive Medicine.
