Mr. Joffrey Benford oversees an impressive $1.7 billion in annual expenditures. As the Director of BARDA's Division of Contracts Management and Acquisitions (CMA), he manages a contract portfolio valued at over $72 billion, providing crucial executive advice and contracting management for all BARDA acquisitions.
Mr. Benford's academic credentials are equally distinguished, with a bachelor's degree from Northern Illinois University, an MBA from Roosevelt University, and an Executive MBA Certificate in BioPharma Innovation from Rutgers University. He is a graduate of the Federal Executive Institute, a recipient of the Hubert Humphrey Service to America Award, and the 2024 Innovator of the Year at the HHS SPE Excellence Awards.
Since joining the U.S. Department of Health and Human Services in 2013 as a Contracting Officer, Mr. Benford quickly advanced to Branch Chief, managing Advanced Development and Manufacturing contracts valued at over $1.5 billion. He administered BARDA's Embryonated Egg Supply contract, worth over $42 million, and supported numerous commercial and government clients in developing vaccines and therapeutics for pandemic and seasonal influenza and emerging infectious diseases. His extensive experience in awarding and administering various contracts—including construction, architect and engineering, and multi-million-dollar research and development—highlights his critical role at BARDA.
Mr. Benford is also a respected voice in government procurement, having served on various panels to share his expertise. His leadership style, focused on coaching and mentoring, has significantly boosted productivity, cementing his reputation as an invaluable asset to BARDA.
