Philip Wilson, Deputy Director, Corporate Finance Advisory Team, Department for Business, Energy & Industrial Strategy

Phil leads the Department for Transport’s Corporate Finance Advisory team, which manages the department’s £12bn PFI portfolio and advises the Department on financing infrastructure, alternative sources of funding, and complex commercial negotiations with the private sector. He and his team are currently working on projects including the future of rail franchises, third party funding in greenfield projects, and the introduction of Digital Rail in the UK.
Phil has worked across the infrastructure spectrum in government, having previously developed major projects in the energy, telecoms and space sectors while working at the Department for Business, Energy and Industrial Strategy. Prior to joining the Civil Service, Phil was a project finance advisor to government and private sector clients in Europe and the USA, working for firms including Arup and KPMG.
