Former President of Comunidad de Madrid (Madrid Regional Government), he started his professional activity in the private sector of Logistics.
In 1995 he was elected councilor of the Pinto city, where he served as spokesman for his group in the opposition.
After that he was the Councilor President in the Madrid City Council in 5 of the 21 city districts: Villa de Vallecas, Latina, Chamberí, Usera and Retiro. His extensive municipal experience reached his highest point in 2011 with the appointment as Chairman of the Plenary Board in the Madrid City Council, where he remained to the end of the legislature.
He was elected to the Madrid Assembly in 2015, acting as spokesman for the regional government and as Counselor of Presidency and Justice until he was appointed in 2018 as President of the Community of Madrid.
Nowadays he is a member of the Madrid Assembly and Regional Minister of Transport, Mobility and Infrastructure of the Community of Madrid, Chairman of the Board of Directors of Metro de Madrid, S.A., and of the Madrid Regional Transport Consortium (CRTM), the body that brings together the competences of the Community of Madrid and the municipalities of the region in terms of regular passenger transport and that assumes the integrated management of the public transport system in that territory
