Mamerto Tangonan – is the Chief of Party of USAID E-PESO Activity. He is a mobile financial services pioneer with over 20 years of experience in the digital financial services, telecommunications, technology, and consulting industries, holding key management positions in private sector and donor organizations in both the Philippines and Indonesia. Before joining USAID E-PESO, he was the Country Director for Tanzania of Agrifin Accelerate Program at Mercy Corps.
As Vice President of ING Life Insurance Company, he enabled alternative distribution channels through e-payments. As Director of Global Telecom, he managed the development of G-Cash mobile banking service for rural banks. As General Manager of PT Smart Telecom (Indonesia), he facilitated the implementation of mobile commerce and banking platforms. With the IFC in Indonesia, Mr. Tangonan led the commercial implementation of the Andara Link electronic payment service platform for a wholesale bank for MFIs. He was also the Chief of Party of the three-year USAID program on Scaling Innovations in Mobile Money (SIMM) in the Philippines which developed a successful model for creating m-money ecosystems in cities and municipalities, and, with the full support of the Central Bank of the Philippines, envisioned and implemented the foundation of an efficient, inclusive and interoperable National Retail Payments System.
He has established key stakeholder relationships with banks, government entities, non-government organizations (NGOs), and private sector businesses and has established and maintained necessary public and private sector partnerships to ensure successful development of business enabling environment and inclusive regulatory frameworks for e-Payments.
Mr. Tangonan holds an Executive M.B.A. degree from the Asian Institute of Management and a B.S. in Civil Engineering from the University of the Philippines
