Dr. Yang has been working for Taiwan High Speed Rail Corporation since 1987.  During construction stage, he was deeply involved in design and construction specification preparation for civil infrastructure and set-up the interface management system.  His major responsibilities include:

- Establishing the project wide system to manage, clarify, and solve the issues of interface among civil-track-core system. 
- Planning and building the ground subsidence monitoring system along the HSR alignment.
- Developing and implementation of a comprehensive plan to safeguard a total of 349 unit slopes, including building 26 stations of automated real time monitoring system and setting up the Inspection program by Specialist and Site Engineers.
- Developing the engineering scheme to solve the problem of post construction settlement for railway embankment.

Since the commencement of revenue operation of Taiwan High Speed Rail in 2007, Dr. Yang has been involved the task force to review and assess the issues of track irregularity on earthwork and viaduct structure periodically. He is specialized in the investigation of root causes for track irregularity, prioritization of the maintenance work to ensure track regularity, and remedial work construction for civil structure to minimize post-construction settlement.
