Frontex, the European Border and Coast Guard Agency, has changed its internal structure in 2018 and is now better equipped to face the challenges posed by irregular migratory movements. One of the most remarkable changes that has been undertaken focuses on the border activities implemented to check of the identity of the persons crossing the external borders of the European Union. 
This presentation will illustrate which activities are currently implemented by Frontex in this domain with a specific focus on the new Centre of Excellence for combating Document Fraud established within the Operational Response Division. 
The Centre is part of the strategic positioning of the Agency in operations, specifically supporting the frontline officers in combating document fraud. However, it is just a part of the coordinated approach Frontex implements on document and identity checks at the external borders of European Union, which constitutes the European border and coast guard response to a dynamic and ever changing environment where criminal organizations try to build their lucrative business.

Biography:
Since 2010 Szabolcs Horvath is working at the European Border and Coast Guard Agency. He is a team leader in the Centre of Excellence for Combatting Document Fraud as well as the Frontex project manager of the INTERPOL-Frontex joint project - FIELDS (Frontex-INTERPOL Electronic Library Document System).
The Frontex Centre of Excellence for Combatting Document Fraud is an operational entity, which aims at maximizing the Agencies operational capabilities in combating document fraud by tackling it as a horizontal challenge, coordinating the Agencies involvements on this field and streamlining outcomes from training, research and analytical activities into operational actions.
Mr Horvath entered the Hungarian Border Guards in 2003. He is a police captain, who prior to joining Frontex was working for the European Union Rule of Law Mission in Kosovo (EULEX) and before that at the Hungarian National Bureau of Investigations and the Hungarian Border Guards Crime Fighting Services. He has background in police and frontier control, integrated border management, transnational criminal investigations, fight against document fraud, asylum/refugee management and international cooperation in the public administration domain.
He holds a master’s degree in International Cooperation in Public Administration obtained at the University of Public Administration in Hungary, as well as a post-graduate degree in Economics and Business Administration obtained at the University of Debrecen (HU) and a bachelor’s degree of the Hungarian Police Academy.
