“1 billion people are without legal identity – what is the UN doing?”
In January 2018, the UN Secretary-General’s Executive Committee passed a decision mandating the Deputy SG to convene the UN system “on the broader issue of registration and legal identity.” This was an acknowledgement that separate agencies of the UN – UNDP, UNHCR, UNICEF, UNFPA, UN Women, etc. – had not necessarily been working together to realise Sustainable Development Goal Target 16.9 – “legal identity for all, including birth registration, by 2030.” In September 2018, as a means to get the UN system working together, the Deputy SG created the UN Legal Identity Experts Group, co-chaired by UNDP, UNICEF and UNDESA with an immediate plan as follows:
- Agree on a common working definition of ‘legal identity’ with the World Bank; 
- Agree a common legal identity research agenda with the World Bank;
- Agree a set of pilot countries for joint UN-World Bank collaboration in legal identity.

Niall McCann is Lead Electoral Advisor for UNDP, based in New York. In this function he provides policy and programming support to UNDP Country Offices around that world that provide assistance on administering national elections to countries requesting that assistance from the UN. Some 68 countries were assisted in that manner from 2013-2015. He has worked in electoral assistance projects for the United Nations Mission in Liberia (2005), and for UNDP in both Sierra Leone (2007-2008) and Kenya (2010). For the European Union, he provided similar support in Lebanon (2008-2009). He was previously a Senior international Elections Officer/Head of Field Office with the OSCE Mission to Bosnia and Herzegovina from 1997-1999, as well as serving on 6 Election Observation Mission Core Teams with the OSCE Office for Democratic Institutions and Human Rights in Croatia, Bosnia and Herzegovina, Hungary and Romania from 2000-2007. In exercising his functions, he also provides additional policy and programming support to UNDP Country Offices assisting Member States in the rollout of digital identity management schemes.

For credentials to be secure not only does the document itself need to be of high quality but there needs to be systems to ensure only the right people are gaining access to them. This session will explore how we can provide everyone with a legal identity while also making sure only those with rights to those identity documents can access them.

The joint closing session of Planet Biometrics and Digital:ID asks what is being done today in the identity sphere to improve lives while also looking forward to see what can be done to leverage digital identity to make the world a better place for all.
