"The impact of fraudulent documents detection on the design of id. and travel documents"
The synergy between the Identity and Travel documents Issuance Authority and the manufacturer must be fluid and constant. Only by sharing learned lessons from the control of documents at the border with the manufacturer can be obtained robust products that make difficult the alteration of id documents to counterfeiters.
Talking about the Spanish State, this is done constantly and that allows that counterfeits of official id documents, and especially the Spanish e-ID, are minimal and easily detectable at the border.
FNMT-RCM as manufacturer of Spanish id documents merges its experience and technology with the experience of the Spanish Police and with the results of its Laboratory in which tests on documents are carried out, to give rise to innovative products that are difficult to imitate.
Joined the Spanish National Police as Inspector in 2000. Initially involved in operational counterterrorism units investigating Islamic terrorist groups, he transferred to the Aliens and Borders Headquarters in 2007.
In his current role as Head of Service of Document Fraud in the Central Unit Against Illegal Immigration and the Document Fraud Unit, Fernando serves as Head of Delegation in the EU Working Group FAUXDOC dealing with document fraud, border training, and information exchange on criminal groups.
He is a member of the Spanish delegation to EU Committees including the Art. 6 Committee (CR 1683/95 – rules on the EU’s uniform format for visas), the Advisory Technical Group on EU Documents focusing on visas, e-passports, residence permits, and policy and exchange of certification, and the Travel Document Committee (EU Decision 1105/2011 of 25 of October of 2011 on the list of travel documents which entitle the holder to cross the external borders and may be endorsed with a visa).
