Since 1989, Silvester has undertaken several ticketing initiatives, including Integrated Ticketing providing common fare structure for entire public transport network.
In 1998, he was tasked to implement a common smart card system for public transport at a total cost of US$200m and completed in 2002. Subsequently his team merged payments for Public Transport and congestion pricing, known as SeP launched in January 2009
His team went on to introduce Distance Fares launched in July 2010 and 6.7m trips are made daily. Currently his team is involved in new initiatives e.g. NFC, post-pay systems and new generation bus equipment.
