Perran has over twenty three years experience, with over twenty years experience in transportation projects, specializing in railways. He has a very strong technical background in all modes of transport planning, design and implementation including pedestrian planning. His experience has been gained from working on many different rail planning feasibility studies, preliminary, detailed design and high speed rail projects. His project management/design team leader roles have included several large complex transportation projects. He is currently the Deputy Project Manager for the Review and Update of the Second Railway Development Study overseeing the delivery of the future railway development blueprint for the HKSAR to 2031. Perran also worked on the Second Railway Development Study in 2000, which mapped out a plan for the expansion of the rail network up to 2016, and has resulted in the rail expansion programme currently being implemented today. Previously, he worked on the Merger Studies, evaluating the synergies between the different rail schemes of the two Corporations and advising on the preferred scheme options, including review and optimisation of the stations and tunnels, synergies in railway systems including rolling stock procurement strategies, advising on financial feasibility and economic returns.
