Leow Meng Fai is the Director of Asset Condition, Standards and Renewal in the Land Transport Authority (LTA) of Singapore. He is responsible for the asset stewardship, asset maintenance standards and compliance, as well as renewal planning over the life cycle of rail assets in Singapore. In his appointment, he works closely with the local metro operators to develop and deliver the rail asset management framework and outcomes desired. Prior to his current appointment, he served in the Republic of Singapore Air Force and had commanded an aircraft maintenance brigade, and had headed the aircraft fleet management and systems engineering group in the air force.
Meng Fai graduated with an engineering degree from Bristol University, UK. He completed his postgraduate engineering Masters in ENSAE(SUPAERO), France, and holds postgraduate diplomas in business administration and defence studies from National University of Singapore and Massey University, New Zealand. He also holds an MBA from Embry-Riddle Aeronautical University, and attended the Transition to General Management program of INSEAD.
