He is currently Senior Advisor, responsible for sustainable development through ICTs offering technical assistance and creating conducive policy and regulatory framework for South Asian countries. Mr. Sharma assisted several countries in migration from legacy networks to Next Generation Networks, Conformance and Interoperability, Type Approval, Regional Terrestrial Transmission Map, National Broadband Policy Framework and Wireless Broadband Master Plans for over seventeen countries including countries from Pacific Islands and ASEAN. He is also regional focal point for on Cybersecurity and assisting countries in developing national cybersecurity strategies, establishment of CIRT and Child Online Protection (COP) including countries from Pacific Islands. Mr. Sharma has worked on promoting collaboration through cross sectoral activities in sectors including health, agriculture, financial inclusion and natural disaster as well as development of mobile applications and frameworks.
Mr. Sharma worked extensively on Digital Inclusion including developing Policy Framework on ICT for Persons with Disability (accessibility) and ICT for empowerment of women. He also assisted countries on Emergency Communications Framework and network restoration. Mr. Sharma organized Leaders’ Summit attended by Prime Ministers and Ministers with Declaration for Smartly Digital Asia-Pacific 2020. He has been organizing Asia-Pacific Regulators’ Roundtable, International Training Programs, capacity building trainings through ITU Centre of Excellence, Digital Societies Policy Forum and several regional events for Asia-Pacific countries. Mr. Sharma is also responsible for private sector and academia membership and works closely with several UN/ International agencies including UNESCAP, UNODC, INTERPOL, UNICEF, UNESCO, WHO, FAO, APT.
Before joining the ITU, he held several senior positions such as Advisor, Malaysian Communications and Multimedia Commission (MCMC), Malaysia, General Manager, Celcom, Malaysia and Director, Telecom Regulatory Authority of India. Mr. Sharma has extensive experience in Television and Radio broadcasting including satellite and microwave communications. Mr. Sharma also worked with Siemens as well as served as Professor in engineering college in India. He was awarded by ITU with a medal of excellence for performance in 2009.
