Dr Rosalind Thomas is the MD of SAEx International Ltd (Mauritius and South Africa), the Sponsor for the South Atlantic Express Submarine Cable (“SAEx”) project. SAEx is a planned fibre-optic subsea system between SA, the USA, and Brazil.
Rosalind has managed this project since early 2014, investing personal funds, time and resources in taking it forward. She has gained the confidence and support of leading multinational corporations, consultants and advisors, and is well-regarded for her ingenuity and resolve in an industry characterized by projects with long gestation periods.
She is recognized internationally for an understanding of the private sector's role in African infrastructure financing, and was the first African (and second woman) on the world-wide Technical Advisory Panel of the World Bank's Public-Private Infrastructure Advisory Facility (PPIAF). She has demonstrated leadership in African development finance and an extensive knowledge of key regional financial and investment issues.
Rosalind has a PhD in International Economic Law from the University of Witwatersrand in South Africa; An MA in International Economics and Law from Johns Hopkins School of Advanced International Studies in Washington, D.C., and has carried out post-graduate studies at Harvard and Yale Universities (USA), and the University of Cambridge (UK).
