H.E. Dr. Chakib Khelil | Adviser Retired Minister of Energy & Mines
Chakib Khelil was the Algerian minister of energy and mines from 1999 to 2010 and president of Sonatrach form 2001 to 2003. Khelil organised the first national oil companies forum meeting in Algiers in April 2002. Khelil was also president of OPEC in 2001 and 2008, of the African Energy Commission (AFREC) in 2001, of the Association of African Oil producing Countries (APPA) in 2004 and the Gas Exporting Countries Forum in (GECF) in 2010. Khelil was a Wold Bank staff in charge of hydrocarbon projects in Africa, Latin America and Asia from 1980 and left in 1999 as petroleum advisor. Early in his career, Khelil served as technical advisor of the president in Algeria, and head of a multidisciplinary hydrocarbon task force (VALHYD) within Sonatrach and first head of its reservoir engineering department. Khelil also worked as Shell and Phillips Petroleum companies. Khelil has a PhD in petroleum engineering from Texas A&M University and a Doctor in Science Hororis Causa from the Robert Gordon University.
