Ms Delia Reardon, Project Finance and PPP Specialist, Inkuma Project Finance Consulting

Having qualified with a BA LLB from the University of Pietermaritzburg, Natal, Delia Reardon practiced as an attorney and also completed her MBA at the University of Cape Town, receiving the Allan Gray Strategy prize. She then joined the Project and Infrastructure Finance Department of Investec Bank for 6 years where she worked on project financing Public Private Partnerships such as the R3.2bn Bakwena N4 West Platinum Toll Road, the John Ross Toll Road, the refinancing of the N4 East Maputo Corridor Toll Road, the bids for the Department of Trade and Industry (“DTI”) and the Department of Foreign Affairs (“DOFA”) Accommodation projects, the Gauliwe bid for the Gautrain rapid rail project and the refinancing of the Kelvin Power Station. Delia left Investec in 2007 to start her own business and she now provides project finance and PPP consulting services in the name of Inkuma Project Finance Consulting CC. She is currently working on a contract basis at TCTA (Trans Caledon Tunnel Authority) as project finance manager for the implementation of bulk water infrastructure. Delia was the Technical Partner to the SADC Banking Association from June 2007-September 2008 and is a trainer in Project Finance and PPPs. She has trained extensively throughout Africa in Kenya, Zimbabwe, Zambia, South Africa and also in Mauritius.
